OverviewKivulini Women’s Rights Organization ( Kivulini ), in partnership with Global Communities, is seeking thirty (30) District GBV Program Officers (employed by Kivulini ) for the anticipated World Bank and Government of Tanzania (Ministry of Community Development, Gender, Women and Special Groups) Community-Based Social Norms Change and GBV Prevention Program , part of the Project for Advancing Gender Equality (PAMOJA). Over 24 months (February 2027 – February 2029), the program will design, adapt, pilot and scale the Bandebereho couples-based GBV prevention model across 13 councils on Tanzania Mainland, through government systems. Two District GBV Program Officers will be embedded in each of the 13 implementation districts to give hands-on, on-the-ground support to community facilitators and district authorities. They will ensure the adapted Bandebereho program is delivered with fidelity as it scales, and build the capacity of district structures to sustain it beyond the project. Key Responsibilities Coordinate with the Community Development Officers, Ward/Village Executive officers, and Women and Children Protection Committees (WCPCs) on community entry, Community facilitator and participant recruitment, and session logistics. In collaboration with CDO and or Health Promotion/CHWs Coordinators, provide ongoing mentorship to community facilitators through targeted session observations using fidelity checklist, review of fidelity assessment findings, and provide real time feedback to strengthen implementation quality and adherence to the program model. Support cascade training of district officers and community facilitators, and follow up with ongoing joint supportive supervision with council authorities. Facilitate regular reflection sessions with facilitators and district authorities, and document adaptation needs and lessons learned. Support MEL data collection (attendance, pre/post-tests and annual surveys) and check data quality before submission. Uphold safeguarding standards and ensure disclosures of violence are referred through established pathways. Prepare regular district progress reports and progressively hand over supervision to district government structures. Required Qualifications Bachelor’s degree in Gender Studies, Sociology, Social Work, Community Development or a related field. Experience implementing community-based GBV/VAWC prevention or social norms change programs in Tanzania. Experience facilitating or supporting gender-transformative group or couples curricula (e.g., SASA!, Bandebereho , Program P, Familia Imara) is a strong advantage. Strong understanding of GBV prevention and response, gender norms and social norms change programming, safeguarding principles, survivor centered approaches and referral mechanisms for GBV survivors. Demonstrated experience coordinating and maintaining effective working relationships with Local Government Authorities and community structures such as WCPCs. Strong facilitation, mentoring and supportive supervision skills for frontline workers, community facilitators or volunteers, with basic data collection and reporting ability. Fluency in Kiswahili and good written English; knowledge of local languages in the assigned district is an advantage.
